2013 HIC and PIT: Poster and Updated Guidance with Emphasis on Counting Homeless Youth

2013 PIT Poster is Now Available

HUD is happy to announce that a 2013 "Let’s Make Everyone Count!" poster is available. Click on the image below to print and distribute the poster in your community. HUD will also send each CoC 10 copies of an 8'' x 11'' poster and 2 copies of an 18'' x 24'' poster. These should arrive by mid-January. 

Updated 2013 HIC and PIT Data Collection Guidance

HUD has posted updated guidance for the 2013 Housing Inventory Count (HIC) and Point-in-Time (PIT) count. The 2013 HIC and PIT Data Collection Guidance document includes new instructions related to the optional collection of site addresses for provider programs in the HIC. The revised guidance also describes the requirement to collect the number of chronically homeless families as part of the PIT count. 

Supplemental Guidance on Counting Homeless Youth

In 2013, HUD is emphasizing the importance of including homeless youth programs in the Housing Inventory Count (HIC) and homeless youth in the Point-in-Time (PIT) count. It is critical that CoCs coordinate with programs that assist homeless youth. Specifically, CoCs should be sure to coordinate with programs funded through the U.S. Department of Health and Human Services (HHS) Runaway and Homeless Youth (RHY) Programs when planning and conducting their HIC.

To help CoCs understand data collection requirements related to homeless youth and the programs that serve them, a new Supplemental Guidance on Counting Homeless Youth has been posted on the OneCPD Resource Exchange. This guidance provides additional information to CoCs on HIC and PIT reporting requirements related to homeless youth, as well as strategies to ensure that all homeless youth are included in the PIT count. Please refer to the 2013 HIC and PIT Data Collection Guidance document for specific instructions on HIC and PIT data collection requirements.
