Technical or Policy Questions
Technical or policy questions related to any of the following HUD Community Planning and Development programs may be submitted by clicking on the links below.
- Community Development Block Grant (CDBG) Program: submit your CDBG policy questions to your local HUD Field Office.
- Homeless Management Information System (HMIS): submit policy questions via HUD HRE Virtual Help Desk.
- HOME Program: submit your HOME policy questions to your local HUD Field Office.
- Homeless Assistance Programs (CoC, ESG, HPRP): submit Homeless Programs policy questions via HUD HRE Virtual Help Desk.
- Housing Opportunities for Persons With HIV/AIDS (HOPWA) Program: submit your HOPWA questions to your local HUD Field Office or find a local provider.
- Neighborhood Stabilization Program (NSP): submit your NSP policy questions via NSP Ask-a-Question.
Emergency Assistance
If you are homeless, at risk of becoming homeless, or know someone who is homeless, click here for Continuum of Care (CoC) contact information. To speak with someone who can find assistance in your local area, call Community Connection at 1-800-998-9999.
- Housing: For information about housing, you can start by contacting a homeless assistance or a housing counseling agency in your area. If you are currently in foreclosure or at risk of losing your home, visit HUD's Avoiding Foreclosure site. If you are a homeless veteran, visit HUDVet, HUDHRE, the Veterans Administration page for homeless veterans, and National Coalition for Homeless Veterans to find out more about benefits and help that might be specifically available to you.
- Food: If you are looking for information on where you can receive assistance with food, you can learn more about the Supplemental Nutrition Assistance Program and look at HUD's food bank locator.
- Health Care: Several organizations and agencies provide information on health care, substance abuse, and mental health programs for homeless individuals and families. For more information regarding health care assistance, see:
- Disaster Assistance: If you are looking for information on disaster assistance, go to DisasterAssistance.gov, which provides access to disaster help and resources. HUD does not provide CDBG disaster recovery assistance directly to citizens or organizations. If your local or state government officials cannot answer your questions, or if you are a local official, please contact the HUD field office that serves your area.
