The OneCPD Integrated Practitioner Assistance System (OneCPD) provides Technical Assistance (TA) for HUD's Community Planning and Development grantees that is comprehensive, assessment-based, and focused on measurable outcomes in order to build sustainable grantee management systems and organizational capacity through a cross-program approach. OneCPD was first authorized under HUD's Transformation Initiative, contained in the Department of Housing and Urban Development's Appropriations Act of 2010. As OneCPD launches, CPD will integrate various legacy TA programs that currently serve a wide variety of grantees and program partners.

OneCPD offers a new paradigm for providing technical assistance that is non-judgmental and emphasizes capacity management through completion of a needs assessment and delivery of assistance that meets grantees where they are and models how grantees conduct business, including layering resources instead of focusing on individual funding sources. This innovative TA model maximizes the impact of assistance in each community by increasing grantee capacity to implement projects based on local conditions, market analysis, and data management to achieve sustainable place-based development and revitalization strategies. The OneCPD model capitalizes on cooperation and collaboration to achieve desired local outcomes, including development and preservation of affordable housing, housing and services for special needs populations, economic development and creation of jobs. OneCPD funds will be targeted to foster innovations in housing and community and economic development program design, finance and outcomes that can be replicated in communities across the country.
OneCPD TA activities will include:
- Needs Assessments
- Direct TA and Capacity Building
- Development of Tools and Products
- Self-Directed and Group Learning Sessions
- Core Curricula for Skills Based Training
Additionally, enhancements to the Consolidated Plan (Con Plan) will streamline planning efforts for grantees. These enhancements include a web-based mapping tool and integration into IDIS to improve grantee ability to assess and understand community needs and track progress for identified goals in real time. These resources will enable grantees to employ advanced community planning strategies in an environment of shrinking Federal and State budgets.
